Some friends and I are trying to recreate DOTA 2 in Minecraft (strictly vanilla) and do not fully understand command blocks or mcedit. We want to know if you are able to set a command block to give you an item after a cooldown but only activate something when you (the player) activate it by selecting the item on your hotbar.

You could before they nerfed it in 1.6.2 thre is a whole bunch of new stuff coming in 1.7 and there might be something there that you could use to do it.
commandblocks can ge used to give generic items via a /give @p command anything custom will need dispensers or custom spawners
