Okay, so here's the deal. It's extremely confusing. I need to have a command block that summons a command block minecart which setblocks a command block with a command in it. I'll rephrase that in case you are confused. When I activate a command block, it needs to summon a command block minecart. Whenever this command block minecart is powered, it needs to set a block 100 blocks below it to a command block. And this command block needs to have a command in it.
I know it's possible and I have a code figured out, but whenever I try it, I get the reply: Data tag parsing failed: Unexpected token 's' at: setblock ~ ~ ~ 0"}"}
Here's the command: /summon MinecartCommandBlock 1999 120 2007 {Command:"/setblock ~3 ~1 ~5 minecraft:command_block 0 Replace {Command:"setblock ~ ~ ~ 0"}"}

this is cause you start an string using " so it starts before /steblock and ends after {Command: so the command in the commandblock minecrat would be: /setblock ~3 ~1 ~5 minecraft:command_block 0 Replace {Command:
i am not sure but if minecraft data tags follow normal rules it should be: /summon MinecartCommandBlock 1999 120 2007 {Command:"/setblock ~3 ~1 ~5 minecraft:command_block 0 Replace {Command:\"setblock ~ ~ ~ 0\"}"}
so the only thing i changed are the \ before the "

its a programming kinda thing the problem was that with an " you and the command of the commandblockminecrat so the command in the minecart is /setblock ~3 ~1 ~5 minecraft:command_block 0 Replace {Command:
and the rest of the command in the very first commandblock causes an error because setblock ~ ~ ~ 0 is no valid NBT thing like Command:
